Who Qualifies as a First-time Homebuyer in Pennsylvania?
According to the Pennsylvania Housing Finance Agency (PHFA), an individual is considered a first-time homebuyer if they have not owned (had Title to) a home in the past three years as their primary residence. However, repeat buyers who are purchasing in designated target areas and some qualified veterans may be exempt from this requirement. Statewide First-Time Buyer Programs

Keystone Home Loan Program

Keystone Forgivable in Ten Years Loan Program (K-FIT)
